The Municipality of Brockton is undergoing a Development Charges Study. The first step in the process was preparing a development charges background study as set out in the Development Charges Act, 1997, as amended.

What are Development Charges?

Development Charges are charges that are paid by a developer of land in relation to the number of residential units or commercial / industrial square footage being constructed. This charge is used to put towards the infrastructure expenditures that will be incurred due to the growth of the community. The idea behind Development Charges is that growth pays for growth. The funds collected from development charges will be used for any applicable growth related projects. Development charges do not pay for operating costs or infrastructure renewals.

Study Steps:

  1. Study start up
  2. Data collection and review of background materials
  3. Growth projection development
  4. Service standard and capital needs analysis
  5. DC 101 workshop
  6. Development charge calculation and rules
  7. Local service policy development
  8. Examination of long term capital/operating
  9. Asset management plan
  10. Council workshop
  11. Draft background study and by-law for staff review
  12. Stakeholder meetings
  13. Finalize development charge background study
  14. Public meeting

Once the final public meeting is completed the final version of the Development Charge Background Study will be presented to Council, along with the Development Charges By-law for Council's review.

For those interested in attending the public meetings, they will be held on the following dates:

  • March 5, 2024 - Development Charge 101 with Council
  • March 14, 2024 - Development Charge 101 with Stakeholders
  • August 13, 2024 - Present Draft to Council
  • September 5, 2024 - Stakeholder Meeting
  • September 24, 2024 - Public Meeting
